The same FMECA feeds the hazard log and the reliability prediction. Tolerable hazard rates set failure-rate targets that the RAMS work must then demonstrate. A maintenance interval stretched to lift availability can remove a safety barrier without anyone noticing.
Example from our principal's prior work: in the axle counter transition study for the Victorian rail network, the reliability gain in occupancy detection and the loss of broken-rail detection were weighed in a single SFAIRP argument, with quantified failure rates on both sides.
